Membership in the Cooperative is required to receive Norris Electric services. Membership is free and requires an application to be completed. Membership provides an opportunity for the member to have a voice in the operation of the cooperative. This is different from an Investor Owned Utility. At the end of each year the difference between what it cost the Cooperative to operate and the revenue that comes in is distributed back to the members who received service during the year. The amount of Capital Credit allocated to a member's account is based on the dollar amount of his usage. Capital Credits are only allocated to a member's account when the amounts received for furnishing electricity are in excess of operating costs. Capital Credits may be used by the Cooperative for new construction, substation and system improvements. Whenever the financial condition of the Cooperative will not be impaired, a refund is made. They are refunded on a first in/first out basis, meaning the first people who were allocated Capital Credits are the first people to receive their refunds. The balance of Capital Credits is not payable to the estate in case of death. The amount of Capital Credits refunded for the years 1963-1967 was $2,457,326.15. Checks were mailed out on February 1, 2001.
