Youth to Springfield & Youth to Washington Programs

Norris Electric Cooperative has partnered with rural electric cooperatives across Illinois to help develop tomorrow’s brightest leaders. Each year, we provide high school students with hands-on opportunities to learn about government, leadership, and the cooperative difference.

About the Programs

Norris Electric sponsors two leadership experiences for sophomores and juniors:

Youth to Springfield – March 25, 2026

An all-expense-paid, one-day trip to the Illinois State Capitol.
Students will:

  • Visit the House and Senate chambers
  • Meet their elected senators and representatives
  • Learn first-hand how state government works
  • Connect with students from other Illinois high schools

Every high school in our service territory is invited to select two or more student leaders to participate.
Membership in Norris Electric is not required to attend the Springfield trip.

Youth to Washington – June 15–22, 2026

A weeklong, all-expense-paid trip to Washington, D.C. for two students who stand out as exceptional leaders.
During this nationally recognized experience, students will:

  • Tour historic sites and memorials
  • Meet Members of Congress
  • Build strong résumés
  • Develop leadership skills
  • Gain an up-close look at government in action
  • Learn about electric cooperatives and the principles that guide them

How Students Are Selected for the Washington Trip

Participants for Youth to Washington are chosen from the group attending Youth to Springfield.
A panel of judges interviews students in Springfield, and selects two representatives based on their written and verbal responses.

A parent or guardian must be a member of Norris Electric to attend the Washington, D.C. trip.
Membership is not required for the Springfield experience.

A Proven Track Record of Leadership

Many past participants have gone on to careers in public service, government, education, and leadership roles in their communities. Two retired members of the Illinois General Assembly are proud alumni of these programs.

Schools’ Role in the Selection Process

We partner with guidance counselors and high school staff to identify student leaders who are:

  • Interested in government, leadership, or public service
  • Engaged in their school or community
  • Likely to benefit from this unique learning experience

Teachers in history, English, government, agriculture, or other leadership-related areas often serve as the school’s program coordinator.
